Ms. Franz has a Bachelor of Arts Degree in Psychology, and her Master’s in Public Administration. She has over 8 years of experience working with health and human service programs ranging from non-profit/grassroots organizations to public/county programs. Her background work experiences cover areas in Outcome Evaluation, Program Development, Community and Civic Engagement and Advocacy, Management Information Systems and Participatory Facilitation. She continues to work with federal, state, county and local entities in coordinating services to underserved communities through means of systems change.
Ms. Franz is currentlt the Chief Family and Community Engagement Officer for the Sacramento City United School District. Prior to this, Koua was the executive director of the Hmong Women Heritage Association, a Sacramento community partner of AANCART. Although Koua is no longer a member of the Hmong Women Heritage Association, she is still an active contributor to AANCART’s growth and development, serving as member of the Community Advisory Group.
